The incumbent if part of a global public health organization and is expected to support the Florida Department of Health in Polk County in its mission to protect, promote, and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation.

Your Specific Responsibilities :

Complex Financial and Budgetary work conducting financial management analysis of the Polk County Health Department and Hardee County Health Department.

Prepares detailed analyses of budget requests submitted by divisions to include projections, variance, and recommendations to the Financial Administrator.

Budgets : Monitors and submits monthly divisional programmatic budgets and variance budget reports using FIRS system and Access.

Allocates and evaluates general revenue to proper divisions and programs within the agency. Prepares monthly revenue and expenditure analysis for various clinical sites comparing data to previous year’s data.

Monitors the OCA Cash Balances and makes any adjustments in accordance with Central Office requirements. Utilizes FIRS Budget module in the budget preparation, ensuring data is ready for program managers to enter into the system.

Coordinates FIRS budget training for L4 managers at least annually. Reviews and makes recommendations relating to budget requests submitted by Division Directors.

Assists with development of budgets for special projects, programs, or grants. Preparation and processing of budget amendments.

Consulting : Meets as needed with divisions and budget managers to assist in reconciling revenue and expenditure concerns and project various cost centered revenues and expenditures.

Assists the Financial Administrator with creating and formulating improved budget policies and procedures.

GoTravel : Stay current on all travel rules and regulations. Attempt to address all travel related questions for Polk and Hardee CHD before routing to the Bureau of Finance and Accounting.

Educate travelers one on one and conduct local trainings as needed. Submit changes to add, delete, or replace a Champion through the Champion Change Request Form.

Act as the one contact within the geographic area who coordinates problems with the Bureau of Finance and Accounting. Participate in travel-related conference calls and trainings.

Request training and resources for unclear topics. Share training and other resources with Polk and Hardee staff. Train new goTravel Champions within 10 business days.

Ensure a goTravel Champion at all times (back-up required). Monitor frequency of goTravel user errors and implement solutions.

Communicate travel updates. Provide feedback for continuous process improvement.

FIRS : Responsible for FIRS management and operations. This includes the Budget Module for annual budget planning, Budget Module for transaction 20’s & 21’s, and Payroll Reallocation System.

Also, responsible for the training of staff involved in FIRS processes.

P-Card Reconciliation : Perform the primary accountant role of auditing P-Card charges in WORKS.

Hardee CHD Support : Responsible for assisting Hardee CHD as a P-card Works Approver, completing FIRS reports, and Budget Module tasks.

Reports : Responsible for monthly preparation of financial and productivity reports using MS Office products and State reporting systems.

Other Duties : Assists Business Manager, Revenue Administrator, Accountant III, and Accountant I staff with budget issues and to identify, establish, or change FLAIR Level 4 accounts.

Acts as a liaison with the fiscal office staff and performs other related duties as needed.

Required Knowledge, Skills, and Abilities :

  • Knowledge of : FLAIR Accounting System, FIRS reporting, FIS reporting, Budgeting processes. Advance principles of accounting, Principles and techniques of effective communication, methods of data collection.
  • Skills in : Computer software use-Microsoft Office-Word, Excel, PowerPoint, Access, and public presentations, writing and developing written financial reports, time management, active listening, mathematics.
  • Abilities to : Collect, evaluate, and analyze data relating to financial program functions, organize data into a logical format, work independently, understand, and apply rules, regulations, policies, and procedures relating to budget, finance and accounting functions, prepare financial reports, plan, organize, and coordinate work assignments, meet deadlines, communicate effectively, establish, and maintain working relationships with others.

  • Valid Florida Driver's License
  • High School Diploma

Emergency Duty : Incumbent may be required to work before, during and / or beyond normal work hours or days in the event of an emergency.

Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
